The complainant has requested copies of legal agreements connected to the production of the 'Fresh Cops' TV programme from Leicestershire Police. Leicestershire Police provided some information but withheld the remainder citing sections 43(2) (Commercial interests) and 40(2) (Personal information) of FOIA.
The Commissioner’s decision is that Leicestershire Police was entitled to rely on section 43(2) of FOIA to withhold the remaining information. However, he does find a breach of section 17(3) of FOIA in view of the time taken to undertake a public interest test. No steps are required.
