The complainant has requested the dates of the most recent exercises carried out in line with the NHS England Emergency Preparedness, Resilience and Response (EPRR) Framework. Royal Free London NHS Foundation Trust (‘the Trust’) relied on section 31(1)(a) of FOIA to refuse the request. The Commissioner’s decision is that the Trust was not entitled to rely on section 31(1)(a) to withhold the requested information.
