Gloucestershire County Council (‘the Council’) provided some of the requested information but relied on section 40(2) of FOIA to withhold individual training records and to redact staff names from inspection records. The Commissioner’s decision is that the Council was entitled to rely on section 40(2) to withhold some of the requested information. The Commissioner does not require further steps.
