The complainant requested information from Cardiff Council (“the Council”) relating to a proposed land exchange. The Council has refused the request under regulation 12(4)(b) (manifestly unreasonable) on the grounds that it is vexatious. The Commissioner’s decision is that the Council is entitled to refuse the request under regulation 12(4)(b).    The Commissioner does not require further steps.
