The complainant has asked for the underlying information used to support a public statement made by the Financial Conduct Authority (FCA) about Royal Bank of Scotland (RBS). The FCA refused the request under section 44 FOIA.  The Commissioner’s decision is that the FCA has correctly applied section 44 to withhold the information it holds in scope of the request. He requires no steps to be taken.
