Bristol City Council relied on section 14(1) (vexatious requests) of FOIA and regulation 12(4)(b) (manifestly unreasonable requests) of the EIR to refuse the requests. The Commissioner’s decision is that the requests were vexatious and therefore the Council was entitled to rely upon section 14(1) of FOIA, and where the requests seek environmental information, regulation 12(4)(b) (manifestly unreasonable requests) of the EIR. The Commissioner does not require further steps.
