The complainant has requested communications between the Department for Communities and the UK Government regarding the redevelopment of Casement Park. The Department disclosed some information but withheld the remainder, citing regulation 12(4)(d) (material in the course of completion), regulation 12(5)(e) (confidentiality of commercial information) and regulation 13 (personal data). The Commissioner’s decision is that the exceptions are engaged in respect of some of the withheld information, but not all of it. The Commissioner also finds that the Department failed to comply with regulation 14 in issuing an inadequate refusal notice. The Commissioner requires the Department to disclose the information set out in the annex at the end of this decision notice.
