The complainant has requested copies of emails he sent and the email addresses of three individuals. The above public authority relied on section 21 (reasonably accessible) to withhold the emails and one of the email addresses. It relied on section 40(2) of FOIA (third party personal information) to withhold the remainder. The Commissioner’s decision is that the public authority was entitled to rely on both section 21 and section 40(2) in the manner that it has done.
