The complainant has requested information about care agreements. The above public authority stated that it did not hold some of the requested information. The Commissioner’s decision is that the public authority failed to comply with its section 16 duty to provide advice and assistances, because it did not obtain the correct objective reading of the request. The Commissioner requires the public authority to take the following steps to ensure compliance with the legislation.
