London Borough of Southwark

The complainant made a number of requests to the London Borough of Southwark (the Council) within a short period of time for information related to the Surrey Docks Estate and considering predominantly the district heating network and the service charges.
The Council refused to deal with the requests citing regulation 12(4)(b), (manifestly unreasonable) of the EIR.
The Commissioner’s decision is that the Council was entitled to rely on the cited exception to refuse the request.
The Commissioner does not require further steps.
