The complainant has requested a copy of a fraud investigation report from Northern Ireland Water (NI Water). NI Water has refused to disclose this information, citing regulations 12(4)(d) (unfinished documents), 12(5)(d) (confidentiality of proceedings) and 13 (personal data of third parties) of the EIR as a basis for non-disclosure.
