The complainant has requested a redacted copy of a contract between Leicestershire Police and Palantir Technologies. Leicestershire Police cited section 14(1) (Vexatious requests) of FOIA to refuse the request. The Commissioner’s decision is that section 14(1) is not engaged. The Commissioner requires Leicestershire Police to disclose the contract document, except for the information that the Commissioner has previously determined is exempt under sections 31(1) (Law enforcement) and 43(2) (Commercial interests) of FOIA (listed in a confidential annex which is being made available to Leicestershire Police only). Personal data and contact information must also be redacted.
