The complainant has requested from the London Borough of Richmond (the Council) information relating to Richmond Park Special Areas of Conservation (SAC) in the June 2024 Habitats Regulations Assessment (HRA) of the new Richmond Local Plan.
The Commissioner’s decision is that the Council was entitled to rely on regulation 12(4)(b) (manifestly unreasonable) to refuse the request. However, the Commissioner finds the Council in breach of regulation 9 (advice and assistance)
The Commissioner does not require the Council to take any further steps in relation to this complaint.
