The complainant requested information relating to online firearm applications. The Police Service Northern Ireland (PSNI) cited section 42(1) of FOIA, legal professional privilege, to refuse the request. 
The Commissioner’s decision is that PSNI was correct to apply section 42(1) of FOIA to refuse the request and that, in this case, the public interest favours maintaining the exemption. 
However, in failing to issue a refusal notice within 20 working days PSNI has breached section 17 of FOIA.
The Commissioner does not require further steps.
