On 22 August 2025, we launched a consultation on our proposed changes to handling data protection complaints. The consultation period ran until 31 October 2025. Both the framework and scale of harm we will use to help us assess complaints and the impact assessment formed part of the consultation.

Thank you to everyone who took the time to comment and share their views.

In total, we received 81 responses - 74 answering the questions posed on our online consultation platform and seven providing narrative responses via email. Of the 74 answering the questions:

  • one respondent (1%) answered as an academic;
  • 33 respondents (45%) answered as an individual;
  • 33 respondents (45%) answered on behalf of an organisation; and
  • seven respondents (9%) selected ‘other’.

There were 24 questions. Some were about our proposed approach, and others aimed to assess its impact.

The responses we received were very constructive and have helped to shape our new approach. We have summarised some of the important themes raised and commented on them.
